An EC (新执行共管公寓) is considered HDB property for 10 years. As such, it is subject to the same restrictions like a Minimum Occupancy Period (MOP) of five years, and restrictions on who can buy it. From the 11th year onward, an EC is fully privatised. It can be sold like any other private property, and foreigners, companies, or others can also buy it.

An EC is different from a Built-to-Order (BTO) flat, in that it’s built by private developers. An EC is a full suite condo. It comes with the pool, gym, barbeque pits, and other facilities you would expect of a private development.

EC 是什么?

EC (Executive Condominium),即执行共管公寓,是新加坡政府推出的一种介于组屋与私人公寓之间的物业品种,旨在帮助处于夹心层(家庭月收入低于 1万 4,000 新币)的新加坡人以远低于市场价  (市场价的  70-80%)  的价格拥有公寓。  EC  在自住  5  年之后可以卖给新加坡人 /  永久居民, 10  年后可以卖给外国人。

 

购买新 EC 条件

-  需核心家庭成员 2 人联名购买,至少要有 1 个新加坡人,至少 21 岁。即新加坡人 +  新加坡人,或新加坡人 + 永久居民(永久居民未满 3 年也可购买)

-  家庭月收入不高于 1万 4,000 新币

-  若买家已经拥有私宅,则要卖掉 30 个月后方可申请新 EC

-  若买家已有组屋,需要满足最低居住年限 (Minimum Occupation Period) 5 年后方可申请新 EC

 

新加坡人为什么爱买新 EC

EC  兼具自住与投资价值。  EC  是一种有限制的公寓,它以较低的价格满足了新加坡人居住公寓,提升生活品质的需要。同时给买家提供了一个投资机会。在自住  5  年后, EC  就可以进入市场,与附近其他公寓一样进行交易,增值幅度大,价格与普通公寓差别很小。

近年来新移民购买 EC 的比例越来越高, EC 已经成为新移民置业投资的主要选择。对新移民来说,大多在 SPR 期间购买组屋,待最低自住年限满足后,组屋的升值无疑带来一定潜在收益,用此作为基础而购买 EC 无疑是二次置业投资,实现物业再升值,财富再集聚。尤其是当前各种降温政策实施后, EC 成为最好的投资渠道。额外印花税( ABSD, Additional Buyer Stamp Duty )及总偿债比例限制(TDSR ,Total debt serving ratio)让普通人购买 2 套以上住房进行投资的机会和价值几乎消失。 EC 却依然可以在满足投资需要同时,兼顾自住需求。因为 EC 购买者只有一套房产,不需要额外印花税。

EC 买家可以获得政府高额津贴。 EC买家如果是第一次政府购房者,能够得到高达 3 万新币的政府津贴。新一代的新加坡人,包括新移民,有较高的收入,也有较高的生活品质要求,组屋充其量只是短期的置业选择,长期来看并不能满足他们的生活需要, EC 相对于公寓,设施完善,又且有政府津贴,是绝佳的置业选择。而随着收入的增长,他们可能很快就因为家庭月收入超过顶限而失去拿津贴购买 EC 的机会。所以他们愿意提早购买,享受价格优惠与津贴。

 

政府对新 EC 的态度如何?

新加坡发展部部长在 2014 年 4 月的博文中提出“EC 计划一直在帮助来自各种背景的新加坡人,满足他们购买私宅的愿望,我将继续确保 EC 计划按照正确的方向走下去,能继续满足新加坡人的提升住房需求”,  从政府近年土地供应量来看,EC 的单位数量一直在增加。
